Procedures

Becoming a Licensed Mental Health Counselor (LMHC) in Florida is a structured, multi‑stage process with clearly defined hour requirements at both the graduate and post‑graduate levels. The Florida Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling is very specific about the type and amount of clinical and supervision hours you must complete.

Below is a step‑by‑step outline focused on those hour requirements and the exact terminology the Board uses.

1. Big picture: stages on the LMHC path in Florida

For someone who will be educated and trained in Florida, the usual sequence is:

  1. Complete a qualifying master’s degree in mental health counseling (or a closely related field) that meets specific coursework and practicum/internship hour requirements.
  2. Apply to become a Registered Mental Health Counselor Intern.
  3. Complete two (2) years of post‑master’s supervised experience with specific clinical and supervision hours.
  4. Pass the National Clinical Mental Health Counseling Examination (NCMHCE) and complete required Florida‑specific CE courses.
  5. Apply for LMHC licensure by examination and complete fingerprinting/background screening.

Each stage has its own hour requirements, described below.

2. Step 1 – Master’s degree and pre‑degree clinical hours

2.1. Degree and credit‑hour requirements

To qualify for LMHC licensure in Florida, you must have an earned master’s degree from an institutionally accredited program in mental health counseling or a closely related field, consisting of at least 60 semester hours or 80 quarter hours of graduate coursework. (floridasmentalhealthprofessions.gov)

Beginning July 1, 2025, the Board further requires that the master’s degree be from a program accredited by CACREP, MPCAC, or an equivalent accrediting body, still with at least 60 semester hours (80 quarter hours). (floridasmentalhealthprofessions.gov)

2.2. Required graduate coursework

Your 60+ graduate credits must include at least 3 semester hours (or 4 quarter hours) in each of the following 12 content areas: (floridasmentalhealthprofessions.gov)

  1. Counseling Theories and Practice
  2. Human Growth and Development
  3. Diagnosis and Treatment of Psychopathology
  4. Human Sexuality
  5. Group Theories and Practice
  6. Individual Evaluation and Assessment
  7. Career and Lifestyle Assessment
  8. Research and Program Evaluation
  9. Social and Cultural Foundations
  10. Substance Abuse
  11. Legal, Ethical, and Professional Standards Issues
  12. (Plus the total 60 hours; research/thesis/practicum credits do not substitute for these content courses.)

These content courses are in addition to your practicum/internship requirement.

2.3. University practicum / internship hour requirements

For LMHC licensure by examination, the Board requires a substantial university‑sponsored clinical practicum/internship as part of the degree. For both CACREP and non‑CACREP paths, you must complete: (floridasmentalhealthprofessions.gov)

  • At least 700 hours of university‑sponsored supervised clinical practicum, internship, or field experience, and
  • Within those 700 hours, at least 280 hours of direct client services.

An official from your graduate program (e.g., Dean or Department Chair) must verify the course title and total number of hours completed in this supervised practicum/internship, usually via a letter on university letterhead. (floridasmentalhealthprofessions.gov)

Crucially, the Board specifies that this pre‑master’s practicum experience may not be used to satisfy the post‑master’s clinical experience requirement for licensure. (floridasmentalhealthprofessions.gov)

3. Step 2 – Register as a Mental Health Counselor Intern

Once your degree is complete (and meets the requirements above), you apply to the Board for the Registered Mental Health Counselor Intern license. This license is explicitly described by the Board as being “for those earning two years of supervised post‑master’s experience.” (floridasmentalhealthprofessions.gov)

Key points at this stage:

  • You must have your official transcript sent directly to the Board, showing your qualifying degree and coursework. (floridasmentalhealthprofessions.gov)
  • You must obtain a letter from a Board approved Qualified Supervisor stating they agree to supervise you as a registered intern and providing their license number. (floridasmentalhealthprofessions.gov)
  • Your intern registration number must be issued and your supervisor must be approved before any supervised experience will count toward licensure. The Board is explicit that supervised experience will not count towards licensure until the intern registration has been issued and the Board has approved your supervisor. (floridasmentalhealthprofessions.gov)

You then complete your post‑master’s supervised experience while holding this intern registration.

4. Step 3 – Post‑master’s supervised experience: exact hour requirements

This is where Florida’s LMHC requirements become very specific about hours and types of experience.

The Board requires:

“Two (2) years of post‑master’s supervised experience under the supervision of a Board approved Qualified Supervisor.” (floridasmentalhealthprofessions.gov)

Those two years must include all of the following, as spelled out on both the LMHC licensure and intern pages:

4.1. Direct client hours

This “face‑to‑face psychotherapy with clients” is what many programs and supervisors call direct client contact or direct clinical hours. It must be psychotherapy and not merely case management, paperwork, or administrative tasks.

4.2. Supervision hours

This means:

  • The supervised experience must span a minimum of 100 weeks (just under two years).
  • You must receive at least 100 total hours of supervision, averaging at least one hour per week, though the rule is framed as one hour every two weeks.
  • Supervision must be provided by a Board approved Qualified Supervisor.

4.3. Types of supervision (individual vs. group)

The related rule (64B4‑2.002, F.A.C.) and Board guidance make the following distinctions: (floridasmentalhealthprofessions.gov)

  • Individual supervision: one qualified supervisor supervising no more than two interns.
  • Group supervision: one qualified supervisor supervising more than two, but up to six interns in a group.
  • When group supervision is used, it must alternate with individual supervision (i.e., you cannot do only group supervision).

Supervision may be provided via approved electronic methods (e.g., secure video) consistent with Rule 64B4‑2.002, but the same hour and frequency requirements apply. (floridasmentalhealthprofessions.gov)

4.4. Documentation of supervised experience

All post‑master’s clinical experience must be documented on the Board’s “Verification of Clinical Experience Form” by each Qualified Supervisor. (floridasmentalhealthprofessions.gov)

Key points:

4.5. Summary of post‑master’s hour requirements

For the Florida LMHC:

  • Duration:
    • Minimum of 2 years (at least 100 weeks) of post‑master’s supervised experience.
  • Direct client / psychotherapy hours:
    • 1,500 hours of face‑to‑face psychotherapy with clients.
  • Supervision hours:
    • At least 100 hours of supervision over those 100+ weeks.
    • At least 1 hour of supervision every 2 weeks.
  • Setting & supervisor:
    • Under a Board approved Qualified Supervisor, typically in mental health settings where licensed mental health professionals are on staff. (floridasmentalhealthprofessions.gov)

Florida does not require an additional 1,500 hours of “general supervised experience” on top of these numbers. The central clinical requirement is 1,500 hours of face‑to‑face psychotherapy plus 100 hours of supervision across at least 100 weeks.

5. Step 4 – Examination and Florida‑specific course hour requirements

To obtain an LMHC license, you must also meet exam and short‑course requirements.

5.1. National examination

  • You must pass the National Clinical Mental Health Counseling Examination (NCMHCE), developed by the National Board for Certified Counselors (NBCC). (floridasmentalhealthprofessions.gov)

(Endorsement applicants who have already passed the National Counselor Examination (NCE) may be exempt from the NCMHCE, but new Florida‑trained applicants are expected to take the NCMHCE.) (floridasmentalhealthprofessions.gov)

5.2. Florida‑specific CE courses (hour requirements)

Before or around the time of licensure, the Board requires:

These are separate from later continuing‑education requirements for renewal.

6. Step 5 – Apply for LMHC licensure by examination

When you have:

  • Completed the qualifying master’s degree (60+ credits, proper content areas, and 700/280 practicum hours), (floridasmentalhealthprofessions.gov)
  • Held a Registered Mental Health Counselor Intern license and completed:
    • Two years of post‑master’s supervised experience, including
    • 1,500 hours of face‑to‑face psychotherapy with clients,
    • At least 100 hours of supervision over at least 100 weeks, with one hour of supervision every two weeks, (floridasmentalhealthprofessions.gov)
  • Passed the NCMHCE, and
  • Completed the 8‑hour laws and rules, 3‑hour HIV/AIDS, and 2‑hour domestic violence courses, (floridasmentalhealthprofessions.gov)

you may apply for LMHC Licensure by Examination through the Florida Board’s online portal.

As of the 2024 legislative changes (House Bill 975), applicants must also complete electronic fingerprinting and pass a background screening before the license can be issued. (floridasmentalhealthprofessions.gov)

7. Hour requirements at a glance

For clarity, here is a consolidated view of the key Florida‑defined hour requirements for an LMHC:

Pre‑master’s (built into the degree):

  • Credit hours:
  • Clinical practicum/internship:
    • At least 700 hours of university‑sponsored supervised clinical practicum/internship/field experience,
    • Including at least 280 hours of direct client services,
    • These practicum hours cannot be used toward post‑master’s experience. (floridasmentalhealthprofessions.gov)

Post‑master’s (as a Registered MHC Intern):

  • Duration:
  • Direct client psychotherapy:
  • Supervision:
    • At least 100 hours of supervision,
    • With at least 1 hour of supervision every 2 weeks,
    • Supervision may be individual (1–2 interns) or group (3–6 interns), but group supervision must alternate with individual. (floridasmentalhealthprofessions.gov)
  • Documentation:
    • All of these hours must be recorded on the Board’s Verification of Clinical Experience Form by each Qualified Supervisor, or the hours will not count toward licensure. (floridasmentalhealthprofessions.gov)

These are the core hour‑based requirements defined by the Florida Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling for obtaining LMHC licensure by examination. Because requirements can change (for example, the 2025 accreditation rule and 2024 fingerprinting law), it is wise to confirm details directly on the Board’s website before planning or documenting your hours.
