License Details

Abbreviation: LICSW
Description: A clinical social worker licensed under chapter 18.225 RCW to independently diagnose and treat emotional and mental disorders using psychotherapy and other clinical social work methods with individuals, couples, families, groups, or organizations.

Procedures

Licensure as a Licensed Independent Clinical Social Worker (LICSW) in Washington State is governed by the Department of Health (DOH) under Chapter 18.225 RCW and Chapter 246‑809 WAC, in consultation with the Mental Health Counselors, Marriage and Family Therapists, and Social Workers Advisory Committee.(doh.wa.gov)

Below is a step‑by‑step guide focused on the exact hour requirements and the terminology used by the state.

1. Credential overview

A Washington LICSW is the highest social work credential in the state and allows fully independent clinical practice: assessment, diagnosis, and treatment/psychotherapy without supervision. The pathway is:

  1. CSWE‑accredited MSW or social work doctorate.
  2. Licensed Social Worker Associate–Independent Clinical (LSWAIC).
  3. 3,000 hours of postgraduate, supervised experience.
  4. ASWB Clinical exam.
  5. LICSW license issuance by DOH.

2. Education requirement

For both LSWAIC and LICSW, the education standard is:

  • A master’s level social work degree from a program accredited by the Council on Social Work Education (CSWE), or
  • A social work doctorate from a university accredited by a recognized accrediting organization.(doh.wa.gov)

The DOH requires an official transcript with degree and date posted, sent directly from the program. Transcripts not in English need an official translation.(doh.wa.gov)

3. Step before full licensure: LSWAIC

You normally hold an associate license while accruing hours:

  • Title in rule: “Licensed social worker associate–independent clinical”.(warules.elaws.us)
  • Associate applicants:
    • Must meet the same CSWE‑accredited education requirement as LICSWs.(warules.elaws.us)
    • Are not required to have supervised postgraduate experience prior to becoming an associate.(law.cornell.edu)
    • Must declare they are working toward full licensure.(law.cornell.edu)

The associate credential authorizes you to practice only under supervision while you accumulate “postgraduate, supervised experience.”

4. Core supervised experience requirements for LICSW

Washington has recently updated its hours. Earlier versions of the rules and some websites still show 4,000 or 3,200 hours; current law and DOH guidance now require 3,000 hours for LICSW candidates.(doh.wa.gov)

4.1 Total supervised experience

The statutes and rules describe the supervision requirement this way:

  • The “supervised experience requirement consists of a minimum of 3,000 hours of experience, over a period of not less than two years,” under an approved supervisor licensed at least two years.(law.justia.com)

DOH interprets this as:

  • 3,000 hours of postgraduate, supervised experience over a minimum two‑year period.(doh.wa.gov)

All the specific hour types below must fit within that 3,000‑hour total (they are not added on top).

4.2 Direct client contact (clinical service hours)

Within the 3,000 hours, state law requires:

  • At least 1,000 hours must be “direct client contact” supervised by a licensed independent clinical social worker.(law.cornell.edu)

“Direct client contact” is the board’s term for face‑to‑face (in‑person or telehealth) clinical services where you are directly providing assessment or treatment to clients.

So, numerically:

  • Total supervised experience: 3,000 hours minimum
  • Of that, direct client contact: ≥ 1,000 hours
  • All 1,000 of those client‑contact hours must be under LICSW supervision.

4.3 Direct supervision hours

The board distinguishes “direct client contact” (clinical work with clients) from “direct supervision” (time spent meeting with a supervisor).

Within the same 3,000 hours, you must also complete:

  • At least 100 hours of direct supervision by a licensed mental health practitioner, broken down as:(law.cornell.edu)
    • 70 hours must be with a licensed independent clinical social worker who meets the rule’s supervisor qualifications.
    • The remaining 30 hours may be with an “equally qualified licensed mental health practitioner” (see below).
    • At least 60 of the 100 hours must be in one‑to‑one supervision (the WAC calls this “one‑to‑one supervision” or “one‑on‑one supervision”).
    • The remaining up to 40 supervision hours may be either one‑to‑one or group supervision.

Again, these 100 supervision hours are inside the 3,000 total.

4.4 “Equally qualified licensed mental health practitioner”

For social work and related licenses, Washington uses the term “equally qualified licensed mental health practitioner” to mean a professional such as a licensed marriage and family therapist, licensed clinical social worker, licensed psychologist, licensed psychiatrist, or licensed psychiatric nurse practitioner, meeting specific training and experience criteria.(regulations.justia.com)

Under the LICSW rule, up to 30 of your 100 required direct supervision hours may be obtained from such an equally qualified practitioner instead of from an LICSW, as long as they meet the WAC definition.(law.cornell.edu)

4.5 The “other” hours (beyond client contact and supervision)

The board does not separately itemize the remainder of the 3,000 hours. In practice, after you meet:

  • 1,000 direct client contact hours, and
  • 100 direct supervision hours,

the remaining approximately 1,900 hours can be:

  • Case documentation and clinical record‑keeping
  • Case consultation and team meetings
  • Indirect client services (coordination of care, collateral contacts)
  • Other clinical social work duties in an approved setting under your supervisor

These must still be postgraduate, supervised experience in clinical social work as understood by the statutes and rules.(doh.wa.gov)

5. Timeframe and setting

  • The 3,000 hours must be accrued over at least two years; doing them faster doesn’t waive the two‑year minimum.(law.cornell.edu)
  • Hours must be in an approved setting and under an “approved supervisor” as defined in the WAC for social work.(law.cornell.edu)
  • As an associate, you practice only under this supervision.

The DOH maintains a Supervisor Directory to help candidates find appropriate supervisors.(doh.wa.gov)

6. Verification and documentation of supervised hours

DOH emphasizes that:

  • Supervisors must complete the department’s verification form and
  • Must make a statement about their qualifications as supervisors.(doh.wa.gov)

If you have previously been licensed in another state:

  • Applicants licensed as an LICSW in another jurisdiction for at least one year, with no disciplinary record or disqualifying criminal history, are “deemed to have met the supervised experience requirements” for Washington LICSW licensure.(law.cornell.edu)

For those not meeting that one‑year clean‑license standard, DOH will require documentation of supervised experience from prior supervisors using its forms.(doh.wa.gov)

7. Special credit: Substance Use Disorder Professional (SUDP) experience

Washington now allows certain substance use disorder professionals to count part of their experience toward LICSW hours:

  • If an LICSW applicant has practiced as a Substance Use Disorder Professional for at least three years within the past ten years, the department will reduce the total number of required supervised experience hours by 10%.(doh.wa.gov)

For LICSWs:

  • Standard total: 3,000 hours
  • With SUDP credit: 2,700 hours
  • The specific sub‑requirements do not change:
    • You still must complete 1,000 direct client contact hours, and
    • 100 hours of direct supervision with the LICSW/qualified supervisor breakdown and one‑to‑one vs group requirements.(doh.wa.gov)

8. Examination requirement

For the LICSW license, Washington requires:

Key points from DOH:

  • You apply to DOH first and submit education, supervised experience, and fees.
  • Once the application is approved, DOH sends instructions to register for the ASWB exam.
  • The exam is delivered by appointment at testing centers; there are no fixed test dates.(doh.wa.gov)

9. Application and additional DOH requirements

Beyond hours and exams, the DOH licensing process for LICSWs also includes:(doh.wa.gov)

  • State license verification

    • You must list every state where you hold or have held a credential, including applications that did not result in licensure.
    • Each jurisdiction sends DOH a completed verification form directly.
  • Personal data questions

    • You must answer questions regarding criminal history, professional liability claims, and prior discipline.
    • If you answer “yes” to certain questions, you must submit documentation (e.g., complaint, settlement, or final disposition).
  • Recognition of certain national clinical social work diplomate credentials

    • Holders of NASW’s DCSW/QCSW or ABECSW’s Board Certified Diplomate in Clinical Social Work are considered to have met the education and postgraduate experience requirements to be eligible for Washington’s social work licensure examination. Documentation must be sent directly from the certifying body.(doh.wa.gov)

10. Reciprocity and probationary licensing for out‑of‑state LICSWs

Washington runs a reciprocity/probationary licensure program for behavioral health professions (SB 5054). For LICSWs:(doh.wa.gov)

  • If your current or recent out‑of‑state clinical social work license is deemed substantially equivalent in scope, you may apply for a temporary probationary LICSW license while you address any remaining Washington‑specific requirements.
  • The probationary license is issued for one year and can be renewed once (for a total of two years).
  • You must still ultimately meet Washington’s education, experience, and exam requirements to convert to full LICSW licensure.

11. Hour requirements at a glance (current as of late 2025)

All figures below are based on the current RCW 18.225.090, WAC 246‑809‑330, and DOH licensing guidance.(doh.wa.gov)

For a standard LICSW applicant (no SUDP reduction):

  • Total postgraduate, supervised experience:
    • 3,000 hours minimum
    • Must span not less than two years
  • Direct client contact:
    • At least 1,000 hours
    • All 1,000 must be direct client contact supervised by a LICSW
  • Direct supervision:
    • At least 100 hours of direct supervision by a licensed mental health practitioner, comprising:
      • 70 hours with a licensed independent clinical social worker
      • 30 hours may be with an equally qualified licensed mental health practitioner
      • At least 60 of the 100 must be one‑to‑one supervision
      • Up to 40 of the 100 may be group or one‑to‑one
  • Remaining hours (≈1,900 of the 3,000):
    • Other supervised clinical social work activities (documentation, case management, indirect services, etc.) in an approved setting.

With SUDP credit:

  • Total hours reduced to 2,700,
  • But still must include:
    • 1,000 direct client contact hours, and
    • 100 hours of direct supervision with the same LICSW/one‑to‑one breakdown.

These are the current Washington State DOH/board‑defined requirements and hour types for becoming a Licensed Independent Clinical Social Worker.
